There are elevators to the streets which wheelchair users wouldn’t use because there are three steps in front of the elevator. The elevators are to the right from the Dogenzaka exit of the Tokyu Den-en-toshi Line.
We would want to place a slope on the three steps. There is an elevator to the left of these steps.
Go out of this elevator and you will arrive in front of Mizuho Bank.
